applying for student visa after 8 years.

Hi,
I came in UK Sep'04 and have been in student visa until Oct'10. I have got PSW visa from Oct'10-Oct'12 while I completed my Msc (total of 8 years). Now I want to extend my visa into tier 4 for Phd or MPhil in Sep'12.
Does the new rules have any restriction over switching into tier 4 after living 8 years in UK or in my situation?

No. Applying for PhD study is the right move to increase your prospect of visa renewal.
