Can the passport be returned before a decision is made

hello,

My wife submitted the documents today in amman, jordan for a settlement visa.
They said they will return the passport within 5-15 days, and them she asked when will the visa come out, they said it could take up to 3 months! I thought the passport is returned once a decision is made, not beforehand. Was I wrong, or Could it be different in jordan, or did they mean it usually takes 5-15 days but may take up to 3 months?

Also, they said they need 6 photos of us together, but we submitted 3 only, so they said you can go back and get more pics to make the documenta complete, but my wife said to them its fine submit only 3. Since when was it a requirement to put 6 photos of us together? Are they just being extra? They can't refuse a visa
on that basis can they?

I can't comment on the individual practices in Jordan with regard to passports and you should refer to the UKBA site relevant to that part of the world. The requirement for six photos of the couple together is complete nonsense and is likely to be a suggestion from a VAC functionary who is stepping outside their professional remit. There is no mandatory requirement for this.

Thanks luca, have you heard of any country that give the passport back before a decision is made? I have a feeling it was just a misunderstanding, and they should make a decision within 15 days and give it back

is your wife Jordanian or is she from another country but applying in Jordan?

From iraq applying in jordan as iraqia can only apply from jordan, lebanon or turkey, not iraq

yes i know - that is why they are giving her passport back before they make a decision - to enable to travel back to Iraq if she needs to/so she has it to show the Jordanian authorities. they then request the passport back to endorse it with the decision.
