Level A1 is very basic.
Common reference levels wrote:A1 Can understand and use familiar everyday expressions and very basic phrases aimed at the satisfaction of needs of a concrete type. Can introduce him/herself and others and can ask and answer questions about personal details such as where he/she lives, people he/she knows and things he/she has. Can interact in a simple way provided the other person talks slowly and clearly and is prepared to help.

The English Test for a fiance visa is ESOL speaking and listening only. Note it is very easy if you speak English already. They ask you questions and then you answer. On the listening section they ask another applicant to discuss a topic with you. Just listen to the topic and discuss all the points.
It takes around 4 weeks to get the certificate and you need the original to apply for your fiance visa.

I am not sure if its a good option in Pakistan, but why don't you try TOEIC instead of IELTS.
Check out their office in Pakistan through this link:

Feb 2012 - Spouse Visa - New Delhi
Mar 2012 - Documents collected - VISA Granted
March 2014 - ILR Granted
Apr 2015 - Applied for Naturalisation
Nov 2015 - Naturalised

Would TOEIC be acceptable to UKBA? And is it easier than IELTS?
Thanks

Only A1 is required for a Fiance Visa. It is at a level a 5 or 6 year old would speak English.
They ask questions like this,
What is your name.
Where do you live.
Tell me what the word process means.
Then they do roll play. The examiner will say you have to ask me questions about a certain topic.
I was told that the examiner was a college offering education.
Me: "Good morning I would like to inquire about what courses are offered."
Examiner: "Several courses to further employment."
Me: " I would like to a course in computer programming."
Examiner: Advises.
Me: " Do you have evening classes."
Examiner: Advises
Me: I would prefer evening classes.
Examiner: Advises.
Me: "Will I receive a certificate at the end."
Examiner: Advises.
Me: What if I fail can I repeat."
Examiner: Advises.
Me: I have understood everything I wanted to know about the college:
The listening another applicant who has completed above then joins in to talk about a topic being read out.
Examiner: " A friend of yours works with you at a company and is being criticised. She likes the job and the pay is good. Discuss what is happening at work and how to resolve it."
Me: Discuss all points read out with other applicant. Other applicant started talking of the subject. I kept asking the questions relating to what was read out.
That is it. The Visa center in your area will advise who does A1 tests by an approved examiner. My certificate took a month and I did mine on holiday whilst in the UK. I had it posted back to my country when it was ready.
