Need Help regarding HSMP FLR(IED)

Hi,
I need some advice ragarding EC in HSMP catogory.
I have got HSMP Approval letter dated 31-oct-2006.
I am on Student VISA due for expiration in 28- Feb-2007.
I have also job offers for 34,000 pa.
I have not received my Certificate,as I completed my exams few days ago.
Also, I would like to mention that I have taken a Diploma course, not a Bachelor's/Master's Course.
With these information, Could you please help me to find answers for the following questions.
1. Can I apply for change of Immigration now itself.
2. Which one of these two is better , to apply from UK or to apply from India
3. IF I apply from India, Do I need to show the evidence that, I have cleared my Diploma course( When you applied, did you provide your transcripts etc.).
4. How long it might take to get EC .
5.Is the offer(34k PA) suffiecient for convincing them to give me EC.
6. If I don't pass the current course, will it impact on my HSMP EC.
7. I want to include my husband and son as dependants. and have a bank balance of around 5000GBP. IS this suffient or not.
8. With student Visa being valid, can I take up the offer and start working on full time(as course is completed)??

I am in a great hurry to change my VISA status to HSMP,as it will help me grabbing the offers.
your suggestions are welcome.
