Rights of appeal for FLR refusal

I'm reposting over here, because I'm getting no response on the HSMP forum. I'm trying to determine if under the new rules, there is an ability to appeal a refusal of an FLR(HSMP) application. Does anyone know? We submitted ours last week, but we're feeling on very shaky ground and want to be prepared in case of refusal.
