if some one have a Permanent Residency in Eu how he can ?

if some have Permanent residency card As a Eu family member .and want move an other Eu country .

he have to apply again for Eu residence permit ?

and again wait for five year to get there PR? Or he can change his PR into another eu state his PR card .?
i want to ask if some one have PR in IREland and want to move another Eu country with his eu spouse for long time .what residency permit he should apply there in new Eu country ? again for Eu family member residency card 0r can get PR there becouze already have PR from Eu .

Permanent residence is not transferable to another EU country.

If one is absent from the host member state for more than two years, then PR may be lost.
