HI,

IM APPLYING FOR TIER 1 ENTREPRENEUR VISA FROM TIER 4 VISA FROM WITHIN UK

HOWEVER WHATS THE REQUIREMENT FOR THE ENGLISH REQUIREMENT FOR SWITCHING TO TIER 1 FROM TIER 4.

IM DOING A PROFESSIONAL QUALIFICATION SO I DONT HAVE A DEGREE

Have a glance at the policy guidance. You will have to read that document if you expect your application to succeed. Also appendix B of the immigration rules.
