You mention "council house" and also "housing association". Which is it? Housing Associations are not "the council".

Or are we saying that the council owned a house and sold it, 50% to your friend and 50% to a Housing Association?

That being the case I can't see how the arrangement is within the definition of "Public Funds".

OK, download this IND document, which is part of the instructions given by IND to its staff dealing with visa applications.

Having done so go to page 8 of 25 and read what it says there. Based upon what you have posted I would be amazed if the housing you mention was within the definition of Public Funds. Would I be right in thinking that we might be talking about "Housing provided by key worker housing schemes" here?

Yes, the housing was provided as part of a key worker housing schemes.
...and I just want to be certain that she will not get herself into trouble with HO for it.
