Please check with the nearest Hungarian Embassy or Consulate to verify if you are required a visa for transiting at Budapest International Airport. Airport transit visas cannot be issued at the border (International Airport).

i checked out the link that you provided and this para does mean that my wife does not need an airport transit visa.

the UK is part of the EU, correct?
since my wife does hold a UK residence permit, so she does satisfy two of the criteria in section e, correct?
