UK Tier2 ICT refused -Administrative Review or Fresh apply

Hi,
My UK Tier 2 Intra-Company Transfer Visa has been refused stating my CoS has been issued against my old passport. But I have checked that it was issued against my new passport. So, I am sure there might be a mistake from UKBA. Should I go for administrative review or should I reapply?
Please tell me how long it takes to get the result of administrative review in india. It stated in UKBA that it takes around 28 days. Reading that I got worried as I can not effort to 28 days. I have fly with in 2 weeks.
If anybody can share their experience on the same, it will be really helpful.
Also can I cancel my existing CoS and apply for a new CoS?

First, check with your sponsor, about which passport number did he enter in "sponsor management system" (SMS) ?

If he has entered your new passport number then you can go for administrative review.

You don't have access to cancel the COS but your sponsor can cancel your existing COS then it will take minimum of 3-4 weeks to get new COS. and your sponsor will loose £500.
