IELTS for indefinite stay?

In order to apply for Indefinite stay in UK, does one need to fulfill IELTS requirement???

No, there is no such requirement.

But what there is ... for ILR applications on or after 02.04.07 ... is the need to present a pass certificate for the Citizenship Test, or alternatively for those whose English is not good, a completion certificate from a combined ESOL/Citizenship course.
