Desperately want to be with my Canadian boyfriend. HOW ?

I am a Filipina who wants to marry a Canadian. How are the processings & what are the easiest way for us to be married & be together ? Just recently I applied for a tourist visa for Canada & my application was rejected stating that I did not satisfy the Visa officer that I would leave Canada when I get there. I applied in Japan because I am a permanent resident here,unfortunately, havin a permanent resident status wasnt enough to gain a tourist visa. I dont know why. Please can anybody help me & my boyfriend with our situation/problem. He is very sad & I am heartbroken.

Are you physically together or not? If so, you can apply for PR after living together for one year, or once you're married. If not, you can apply as a conjugal couple.
