I have applied for EEA residence card recently and I have got my COA in one week. Thats really quick. I came to uk on eea family permit. May be this is the reason behind it. Now I want to know, is it possible for ukba to issue a residence card in a month or 2? rather than taking 6 months. I hope they will issue me as soon as possible.

Possible - yes.
Likely - No.

The HO recently changed the way they work and now issue CoA very quick (2-3 days). This, however, is no indication how long the application is going to take.
