eea2 refused with the right of appeal.plz help

I was refused on the basis that my marriage cert.which is accompanied by a statutory declaration did not state the places of residence at the time of marriage for us.it is a ghanaian proxy marriage cert.but the place of residence was stated on the marriage cert.
i have appeal agaiant it but pls how can i argue my case.pls help.
