Can a foreigner apply for the 60+ Oyster card?

Hi all, perhaps you know about the new scheme, 60+ Oyster card, which will give us free travel on all Transport for London (TfL) services.

Is it possible for a foreign visitor, who comes to the UK as a family visitor, to apply for this card even though they don't have a UK passport yet?

this has nothing to do with Immigration or UK passport.

check the eligibility of the freedom pass

Probably not because London would be unlikely to be their sole or principal place of residence.
