Settlement from HSMP and Permit Free Employment - Help Pls!!

Settlement from HSMP and Permit Free Employment - Help Pls!!

This is very important for doctors in UK, especially because of new controversial employment policy by DoH.
Can the previous time spent under Permit Free Employment by a Doctor count towards qualifying period of five years for settlement. for eg. 2 years under Permit Free Employment and 3 years under HSMP - can this lead to Settlement??
Please note, i remember that there was an amendment in Nov 2003 which mentioned something on lines of Permit Free Employment being equivalent to Work permit but need an expert/experience view on this please!!![/b]

PFT does not count towards ILR / settlement.
