EU tourist visa for EEA Family Permit holder?

I realise this question may have been asked already, but I haven't been able to find it using the search function. Suppose someone who would normally need a visa to visit any EU country is in the UK on an EEA Family Permit. If this person wants to visit Spain, France, etc, does he need to apply for tourist visas in the normal way? Or is there a faster way as the spouse of an EEA national?
