First off all, congratualtion Rambo :-)

As for the behaviour of the immigration office staff, its appalling!!

I think what we need in public places like PEOs is a re-assuring board saying "assault on citizens/residents are not tolerated", and not just "assault on employees/immigration officers not tolerated!" :-)

Anyway, just forget this incident and enjoy the ILR!

The downstairs staff at Croydon are just vetting staff, they are not trained immigration officers or immigration caseworkers. They simply assess whether or not it's worth your time going upstairs and paying for an application that might not succeed based on the documents you have in your possession. So in some way, they are meant to help you.

However, they are not supposed to assess your case and certainly have no right to act as judge, jury and executioner before your case is even presented to the proper trained caseworker upstairs.

If I were you I would lodge a formal complaint. However this depends on how much you want to rock the boat.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

Agreed, but in this case (and i assume in so many other as well) she did not help at all.

In fact she almost ended up giving an impression to the applicant that they won't succeed and they can go back home! But ultimately the case worker did give the OP's wife, th ILR :-)

So, yes, she can briefly vet it, but she does not have hte right to abuse/assault or shout at applicants and be a judge of the case/result by herself! Its upto the case worker to decide that.
