work permit question

if you have a NI number can you get a work permit from an employer.

No. Having a national insurance number does not entitle you to a work permit. However, having a work permit will entitle you to a national insurance number.
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.
