Unbelievable incompetence processing ILTR postal app. Help!!

Please accept my apologies for my rant below, however if someone could help me or offer any advice, it would be most appreciated!

The application processing has been an absolute disaster. Below is a condensed summary of the problems I've encountered:

- I so far been waiting over 10 months, and UKBA still haven't even started to process my application. Of course, they still have my family's identity documents.
- My application was incorrectly rejected due to (now admitted by UKBA) administrative error.
- I have attended FOUR biometric enrolments, and all were unsuccessful due to UKBA system failures. They are now requesting a FIFTH biometric enrolment, which I have refused to undertake.
- I have TWICE supplied a completed application form, because the first one was destroyed.
- I have supplied my salary details and proof of address twice (the originals expired during my 10 month wait)
- Not a single letter I wrote to UKBA was ever answered. My official complaint was IGNORED (no response after 6 months, let alone within published service level of 20 days).

Any ideas?

Involve your local MP that ought to push things along.

I have a complaint currently open with the Parliamentary Ombudsman (with had to be signed and supported by my MP). Would you suggest I contact him directly?
