EU4FAM granting

Hi.
as i mentioned before i used to live in ireland 5 years with my wife and my son and left the state together about 3 years ago.
I had an answer here that in order to grant me by EU4FAm I have to satisfy some terms and condition, such as:
< my wife has to apply inis as an employee or as a self-employed person.
Have a simple question: could she be considered as a employee if she registers in some recruitment agencies possessing the letter from agency that she is looking for a job?
I am saying this because for the first time we arrive in Ireland she probably wouldn't have a time to start a job or even look for it because we have 4 children from which one is irish citizen.
As far as I was told she has to hold p60,payslip to prsent at INIS for my EU4FAM.
any help would be appriciated.
