Let's examine logically.
If you answer honestly, you will have a place to provide details. Very concisely, you can state "Previously applied for Australian visa class ______ and lacked 10-day experience requirement in 18 months previous to application."
Good idea to name the specific visa you were turned down for, assuming the NZ application doesn't specifically ask for it.
Maybe this is a mark against you, but stating it in such a way or similar wording really downplays the situation truthfully. Technical requirement not met.
No biggie.
So, let's say instead that you less-than-truthfully check 'No.'
NZ is a small community, and they are tightening their immigration & visa checks dramatically. Maybe they'll catch, maybe they won't. Bad assumption in westernized countries to assume your passport / other ID won't turn up.
So, if they do catch you, now you will have to check ''Yes'' on all future visas.
And, the reason for denial on one of those rejections will be "fraudulent answer to this specific question."
Your life. Do what you wish, but that's a heavy risk to gamble on.
