Submitting Application Online from Within UK Enquiry

I'm currently traveling in the UK and won't be returning to the US until late August. My term at UCL starts in late September. I know I need to return home to the US to get my biometric information submitted and post my passport to the visa review center, but is it possible for me to submit the online portion of the application from within the UK before I leave? Much thanks.
