The 'standard' across Europe and most of the world is 5 years. Keep in mind that processing can be an extremely slow process e.g. it takes between 2.5 and 3 years to process an application for naturalisation in Ireland as apposed to a couple of days or weeks in the UK.
I'm not sure about Belgium, I know the residence requirement is 3 years but I read that unless you have a specific residence permit, which you can only obtain after a number of years, they dont grant the application - but apparently this isnt always the case and the French speaking areas are more generous.
I suspect youre looking for a quick way to obtain an EU passport but unfortunately unless you have recent ancestral links or not so recent for some countries, its not quick at all!
