tier 2 dependant

I am from India and am here on Uk on tier 1(PSW visa). I did court marriage to my girlfriend here in UK who was in tier 4 visa. My employer is ready to sponsor me tier 2 visa and I will be applying shortly. My wife left UK to apply as tier 2 dependant after I receive my tier 2 visa. My concerns are:
1. we were unaware of visa rule change on october 1 2013. else we would have applied dependant from here. she left to apply entry clearance to tier 2 dependant. will there be any problem when applying from India
2. do we need to show her progress report. her college got merged to another college and her subject of studying was not available in the new college so she left to apply as tier 2 dependant rather than applying again to another college
3. her visa is till july 2014. will this be a problem. can she apply before july 2014 to get entry clearance

please help me with this. I am really worried. UKBA keeps changing their rules.
