What is the difference between
Grounds on which entry clearance or leave to enter the United Kingdom is to be refused
AND
Grounds on which entry clearance or leave to enter the United Kingdom should normally be refused


Which is more lethal?

I am referring to Chapter 9 Article 320

It would be easier if you provide what your circumstances are that would be applicable to this section.

None is lethal. Even not being able to get back to this country at all is not lethal.

Is to be refused = has to (must) be refused (always), mandatory.
Should normally be refused = in normal circumstances should be refused, however, not mandatory, i.e. unless there are special circumstances.

I feel quilty for telling people my story but trust I know my situation now and I pray no body goes through what I am going through. Living with out your loved ones are a torture and it is also a severe punishment.

Also if the home office has not contacted your sponser since 10 weeks of the application submition, what does this mean.

Does it mean that they have not started work on your case yet?
