Question about IELTS

Hello everyone
I hope someone can clarify for me please.
My wife passed her ielts exam in Pakistan on 27/01/2011. She used this same certificate to apply for entry clearance. I was looking at the accepted tests and it says that band 4 in all disciplines will be accepted but my wife got: listening 4.0, reading 3.0, writing 4.0, speaking 4.5 and overall band 4.0. As I understand it, the HO are only interested in speaking and listening. Can someone please let me know if this certificate will suffice the English language requirement to apply for ilr?
