Claiming HB and Council tax benefit

If somebody is lost job and partner working 16 hours less what are benefits
one can get except contribution based jsa?

- housing benefit & council tax seem to be mean tested and savings/capital seem to be considered ? Does that include all savings here in UK and abroad also?

- any other help til someone gets job?
