Withdrawing visa application. Out of time?

Hello

I'm hoping someone can help. I currently have a Tier 2 application pending. I moved from a Tier 1 post study visa. This expired on 30 November 2013. If I was to withdraw my Tier 2 visa and apply for a different Tier 2 visa with a different employer (don't ask!) would I now be classed as out of time? Would I qualify for the 28 days to submit another Tier 2 visa? If yes,from the day I withdraw or from 30 November?

Any links to Home Office guidance would be great.
