Non-EU with FLR(O)refused willing to marrying EU national

Hi all,

I'm a non-eu citizen whose passport and biometric card are with Home office after refusal.i applied for an extension to stay under flro to sit my final exams.
Currently I have appealed against the decision.

My question is, can I marry my EU national girlfriend in the UK, without my passport and entry clearance in hand?
I do have a driving licence and my national citizenship card translated in English from my country of origin stating my nationality.
