The HO are not in the Ideally business. The rules are that you get ILR when the HO decide to give you ILR. The date on the BRP is just the date of issue (if you lose one, the replacement one will have a new issue date).Ideally the ILR date should start when your previous Tier-1/HSMP visa was expiring as that would have saved at least 6-10 months for many applicants...
It's OK (assuming you have the letter to prove your approval date).My ILR approval date is 23-01-2013 while the date on BRP card is 13-02-2013.
I am going to NCS on 27-01-2014. Is that OK?

You can (unless married/civil p to bc) apply for naturalisation after 12 months of having ILR (start date on BRP) so far as you meet the other requirements.
