Rumeur about fresh application and Judicial review

A solicitor has come up with this law that if appeal right is exhausted and then a judicial review is lodged with a fresh application, that application will have a appeal right should it be refused just because there was a judicial review. anyone heard anything about this? please reply

@ tanvir1985th, technically the solicitor could be right, but you should ask the solicitor to site case references for you so that you know the possibility of the analysis.
