Tier 2 in 3rd Quarter of 2008

I came to know that Tier 2 will come in to effect for workpermit holders from 3rd quarter of 2008. My husband is on workpermit from Aug2006 and his workpermit is expiring in Aug 2008. His employer is willing to apply for extension. Does he need to apply under new pointbased system or old system? As per my knowledge 3rd quarter is Jul-Sep 2008.

Can any one please explain will this effect in anyway for my husbands workpermit extension in 2008.
