permanent residence card and eea residence card

i am french leaving in england for more than 10 years
my wife is Algerian and followed the normal process of
1 ----eea familly permit
2 ----eea residence card
3---- permanent residence card

but now with her permanent residence card , she s got to apply to a visa to go to France with me as before wiht EEA residence card she didn t .( and could travel to most of europe )
feeling a bit depressed by it , we decided to reapply to an eea residence card to get back our right to travel freely in europe ( having the permanent one in her passport )
we received 3 phone call by 3 differents advisers trying to persuade us to give up our application, and we didn t .

wanted to know if she can travel to europe with me with only the uk permanent residence , without to apply for a shengen Visa
