ICT Tier 2 to Tier 2 General

I have recently come to UK i.e. 10th Dec 2013 on ICT Tier 2 Short Term Visa. I am bit confused with the topic saying ESTABLISHED STAFF ? What does this mean.

I have ICT T2 visa and I have getting sponsor who did promise to transfer it into T2 General but I have searched and came to conclusion that this kind of change in VISA is not possible under new UKBA rule and if it is then I need to be a establised staff ?

If anyone please clarify this out I really appreciate it

T2 ICT Established Staff was an immigration category in the period April 2010 - April 2011 and you are clearly not in that category.

You can only move to T2G if you apply from your home country with a restricted CoS and after the 12 month cooling-off period.

However, you could move to the T2 ICT Long Term Staff category (min. salary £40,600) without cooling-off but you would have to apply from your home country.
