How long to wait?

Hi,
I am from the UK and my girlfriend from the US was refused entry due to her saying she would be working. She was then refused a visitors visa as they thought she would not come purely as a visitor and did not have enough ties to the US. I was wondering how long would it be wise for her to reapply? it has been about 3.5 months now.

Does she now have sufficient "reason to return"? If not, then she should not apply until she does.

Plan this out! When does she plan to arrive? When does she plan to return to the US? What will she be doing while she is in the UK? What will she be doing after she gets back to the States?

Saying she was going to work was, well, foolish!
