Tier 2 ICT dependant post apr 6th 2011 to Tier 2 General

Hi everyone
My wife is on a tier 2 ict dependant visa. She is currently working in UK. We would like to approach the employer for changing her visa from Tier 2 ICT dependant to Tier 2 general.
I wanted to clarify one thing, I am aware she cannot convert it in UK, she has to go to origin country.
1. Is cooling period of 1 yr applicable for her?

Also one more thing, can my tier 2 ict visa can be converted to tier 2 general under the same sponsor?

It will be very helpful can somebody clarify on this.

not if you switch from T2 to PBS dependant
