Require Cooling off period details for Tier-2 ICT VISA

Hi,

I hold UK Tier-2 ICT VISA(short term staff migrant) issued on April'13 which will expire on March'14.
I have not travelled to UK using this VISA.
Now, I would like to apply for Tier-2 ICT (Long term staff migrant) VISA.
Kindly, clarify my below queries -
1) Is there any cooling period which is applicable for me to apply for Tier-2 ICT (Long term) ?
2) Shall I need to surrender my current Tier-2 ICT (Short term) VISA before applying Tier-2 ICT( Long term) VISA ?
If yes, what is the procedure ?

no but you have to provide evidence that you haven't been in the UK as a T2 migrant in the 12 months preceding your application

2) Shall I need to surrender my current Tier-2 ICT (Short term) VISA before applying Tier-2 ICT( Long term) VISA ?
If yes, what is the procedure ?
no, it will be replaced by the long term visa

Can you please point me to the immigration rules section where this rule of non-applicability of cooling period.
So that I can show it my company's immigration group as evidence.

So, can I apply for Tier-2 ICT Longterm VISA before expiry of my current VISA(Tier-2 ICT Short term) as I have not been to UK in last 12months period ?
