ILR for T2ICT some doubts- Help Please

Dear Gurus

My case is as follows

April 2008-Got 2 years UK Work permit and traveled to UK immediately on 08th April 2008. Since then I am continuously in UK and received 4 extensions under T2 ICT. I have a valid T2ICT UK VISA till 1 Nov 2014.

a) I understand that I am eligible for applying ILR since 10th March 2013.

Please let me know

if I should wait till 28 days before expiry of my current VISA to apply ILR

or

I should go ahead and book appointment at PEO to apply ILR any time as I have already completed 5 years in UK.

b) I am in UK with my wife & two child. They do now want to apply ILR. In near future they want to back to India. So I should apply ILR for myself alone on SET(O) without including dependents. If my dependents want to be in UK for some more time after their current leave expires, then I can apply further leave for them through FLR(M). Please correct if my understanding is wrong somewhere
