Work Permit 2003 now on T2 ICT can move to T2G?

Hi,

First of all thanks in advance for your help.

I was on WP (Multiple Entry) during Mar 2003 to Dec 2003 and returned back to India (Resident). Now again traveled on T2 ICT long term in May 2013.

My question is can I apply for T2G ? if yes do I have to go back to India to do this? Is cooling off period applies?
