Home office lost passport and other documents/ Urgent advice

Hi

I applied for Tier 2 visa , then got rejected, then was appealing against the decision but on January 7th I requested my documents back from the Home office as I needed to leave the country on January 25 th but today the person from Voluntary departure Immigration Enforcement department told me that the Home office has possibly lost my passport and advised me to call the Home office 08706067766 the number that never answers therefore it is useless in order to get any information. On the other hand as I need to leave the UK quite urgently I was talking with people from my Embassy about possibility to obtain the emergency travel document which requires Police reference number whether my passport has been lost and claim for it. I cannot go to Police as I didnt lose my passport but Home office did and I cannot reach the Home office number. I sent the email straight away today to the Home office complaint email but not sure how long it will take for them to reply taking into account the previous experience dealing with HO.
Voluntary departure Immigration Enforcement department is not helpful too as the fact that HO has possibly lost my passport they told me on the phone and they dont want to send me the email or written kind of confirmation of this fact referring that the HO should deal with that. The email from this department at least would help me to proceed with the travel document but unfortunately it doesnt happen.
Therefore I would appreciate any advice here how to deal in such cases and what kind of compensation I can claim for lost of my important documents
