Tier 4 Student and EEA Family Permit of 5 Years!

Hello Guys
I am sorry in advance if this topic is already posted somewhere in the forum.
I am a Tier 4 Student in UK and my brother have got Italian passport.I have heard that i can apply for EEA family permit for 5 years on the basis of my brothers italian passport.Could any one please tellme that what is the process and what documents and evidences do we need to provide ?

Having an Italian brother does not entitle you to a Residence Card.

You first have to meet the requirement of regulation 8, and then at the discretion of the Secretary of State, you may be issued a residence Card.

You need to show that in the country from which you came to the United Kingdom, you were either dependent on your brother, or a member of his household.

Thanks alot for your reply,Yes he is paying my fees and expenses and also visits me in London every month.What evidences do we need to show them?
