Submitting extra documents after an application.

HI Is it possible to submit extra documents after the spouse visa application is made?
My wife''s visa was refused last year from Pakistan because we did not submit the correct English language requirements , we did submit the Degree + UK NARIC comparability statement but did not submit the letter from the UK NARIC which states the medium of instruction was English. (and because of this they refused the Visa)

Now we are making the new application and have got the Degree + UK NARIC comparability statement + Letter from UK NARIC stating the medium of instruction was in English. but I have heard they are still refusing the applications based on above as the UK NARIC does not state the level of English proficiency ie A1, B1 etc.

So to be on safe side my wife will take the TOEIC A1 exam and next date is 26-Feb-14 but the results comes after about 5 weeks, so if we submit the application in next few days and then submit the TOEIC exam result after that would that be OK ? Do they accept the extra documents ?
