URGENT! PSW to Tier 2 dependent

Hello,

I'm in UK as Tier 2 General (working under sponsorship) and my wife is on her PSW which will be expired in 5 weeks, so she is trying to switch to my dependent.
I've been reading posts about similar cases here and from what I've seen my wife cannot apply in the UK.
We made final phone calls to Home Office to double check and they say she can do it in the UK, referring to the following document:

applying as the Family Member of a tier 1, 2 or 5 migrant in the UK
31. If you are the family member of a Tier 1, 2, or 5 migrant, you cannot apply in the UK if you:
• were last granted leave to enter or remain as a visitor, unless the relevant points-based system
migrant, who you are applying to be dependant of has, or is being granted leave to remain as a
Tier 5 (Temporary Work) migrant in the creative and sporting subcategory; or
• are on temporary admission or temporary release.
Is this something recently changed? We've booked flight and arranged everything so this is really confusing.
By 'the family member', does it mean just 'a family member', rather than a visa dependent'?

I'm self-answering my question.

I've just found this:

Looks like they've recently changed the regulation to allow main visa holders to switch to PBS dependents in the UK, from 1 Oct 2013.
We've also phoned 3-4 visa agencies and they still believe it has to be done outside the country.

Hi,

My friend had same situation like yours, it's not possible to apply as a dependant to PBS holder unless it's an extension under same category. You must make it as fresh application for your dependant outside UK. Hope this helps!
