They confirmed they have my certificate and allowed me to book the ceremony even without a HO or ceremony invitation letter and confirmed HO reference needed was my application number.

For anyone still waiting, I would recommend contacting your MP (they approved my application a couple of weeks after this), raising a complaint and emailing furthernationalityenquiries@homeoffice.gov.uk. It seems some people are just not getting any approval emails so you can also try to contact your council directly.

I received UKVI survey email yesterday 6th May, and today 7th i have received invitation from council to confirm ceremony date for 16th June. Seems like there is a link between the survey email and either review initiated or decision reached on your application.
