Finally I managed to change the council for my ceremony. New invitation letter received from home office by email yesterday and booked a private ceremony for 20 September 2016. If anyone else in same boat where home office send to different council, I will suggest you not to change council as this is a long and frustrating process. I had to send roughly 20 emails to get this sorted.

Got ceremony invitation letter scheduled for 21 Sep. HO sent my certificate to Essex council but I live in Redbridge don't know if I can change the council for ceremony. Also date is far away will be booking private ceremony.

By the grace of Almighty Allah I've received my approval today. Long 12 years journey over. very happy and good luck everyone waiting.
