Can they claim, perhaps by descent, the citizenship of an EEA member-state (such as the Baltic states or one of the nations bordering Russia, such as Finland or Norway, or in some cases within Russia-such as Volga Germans-German citizenship)? If they can get that EEA citizenship before December this year, they can arrive and settle in the UK as EU citizens.

Otherwise, their route to settle in the UK are very slim. Essentially only a Tier 2 job or a spousal visa (which has strict income and other requirements of the British spouse).

If the person is qualified in either heath or social care, they may be able to apply for the new visas that the government will be introducing for those sectors in the new year.

No, not under the EU rules. She needs to be an EU citizen with an EU passport.

I thought so. Do you think it would be quicker/easier/cheaper for her to go to another European country first, get citizenship there then apply to move to the UK or just try get a citizenship in the UK through getting a job that qualifies for a tier 2 visa? after studying here using a tier 3.

The UK is leaving the EU. After December 2020, EU citizens will also need a visa to work in the UK the same as anyone form anywhere else in the world.

There is no quick route to citizenship in any country.

Yeah I know it wont be easy, but I think to immigrate straight to the UK would be the easier route, right?
So my plan is this:
Get them to apply for the Open University to study to be a teacher, they support study outside of the country and would help her get the qualifications needed to become a teacher.
Now here lies my problem. In order for her to work as a teacher, she needs a 6month period of teacher training. Maybe she can do it through the University and get a student Visa but im not sure if it qualifies and it certainly doesnt qualify under the tier 2 work Visa.
Once study has been completed she can apply for a job as a teacher, this will qualify for the tier 2 work Visa, right? And she can get sponsered by employer to stay in the country.
After 5yrs she can apply for permanent residency.
After another 2yrs she can apply for citizenship.

Can you point out any faults in my plan please and make sure I am not messing this up as I really want to help her.

You cannot get a student visa if you are studying part time through the Open University.

IF she can get a job in the UK as a teacher AND a sponsoring employer AND she meets all the requirements for a tier 2 visa, then yes. No one however can tell you now what the rules in place will be for work visas in 6 years time (which is how long an Open University course takes).

Once she has Permanent residency after 5 years of tier 2 AND she meets all the requirements for PR, she has to wait 12 months on PR before she can apply for citizenship and must meet all the citizenship requirements too, which are different to visas and PR.

Yeah, I understand. I was thinking she stay in Russia while she studying but my main concern is that she won't be able to do her work experience as a teaching assistant with a Visa. Do you know if there a way?
