usa visa help

hello everyone,
I am indian national living in uk, holding a 5years residence card as a family member of eea national valid till 2016.i am planning to visit my sister in usa for a week in this year.has anyone applied and got usa visa with holding same type of residence card????is it realy hard to get usa visa??
