confused with SOC

Hi
I have degree in accounting and exempted from level 2 of ACCA and now in final level of ACCA I am confuse with SOC the SOC related to my qualification is 2421 want to apply after june2012 can any one out there help me with this questions please,
1-Does my qualification equal to NVQ level 6 As all jobs mention in SOC are for qualified and I am part qualified.
2- But in minimum income section the income according to my qualification is £17000
3- Am i eligible for tier 2 according to my qualification and do i have to be on£17k or £20k
