I appreciate your response, but it raises another question: this part didn't happen: "If denied a visa, the applicant is given a reason based on the section of law which applies."
They said they were not worried about her overstaying her visa. (She was here in January, and left on time.) Yet, that is the reason stated on the pre-printed denial sheet. They told her nothing about why she was rejected, nothing about what would solve the problem. Simply said that she was not eligible for a B-1.
It's a mystery. (She formerly held a sensitive US government job, so her honesty and job qualifications are excellent.)
