How soon can reapply for B-1 visa in Mumbai?

My girlfriend was rejected for a US B-1 visa today. Her company made some goofs in the paperwork.

How soon can she reapply?

They said they were not worried about her overstaying her visa. (She was here in January, and left on time.) Yet, that is the reason stated on the pre-printed denial sheet. They told her nothing about why she was rejected, nothing about what would solve the problem. Simply said that she was not eligible for a B-1.

It's a mystery. (She formerly held a sensitive US government job, so her honesty and job qualifications are excellent.)

She needs to come to the US for training necessary for her job in India. That is one of the established uses for a B-1.

The consular official questioned the 13 week training plan, but really very unspecific. She gave no concrete issues or solution.
